when wonen on our neck,it incerses thje power of all ice related spells in 3 levels
first level (activated when put on neck): incerses ice spells 50%
second level:(when conssentrated on fully for 30 seconds (leaves you open for one post unless your hideing): 100% incerses
therd level (activated when the user is out of mana,you must have ice\water as your only element it use this):incersses up to 3 X

how it workas: ok,say you can have 2 iceballs at once,when first puy on,you get to have 3 now,when at lev 2,now you have 6 cuase its X2 power,when at level 3,its X3 that,so you now can haveup to 18 iceballs at once!

(this IS in fact a weapon...so nu sceptics >.<)
